When a Publications Mail piece cannot be delivered because a subscriber has moved, Canada Post does not simply discard it. As long as a National Change of Address (NCOA) is in effect, the piece is redirected at no extra charge, and if it truly cannot be delivered, only the address block and a sample cover are returned to you. How Undelivered Publications Mail Is Handled
Every Publications Mail piece, including a Bundle of Unaddressed Copies, that Canada Post cannot deliver is checked against an active NCOA record first. If the subscriber has filed a change of address, the piece is redirected automatically and reaches the reader at the new address with no additional charge to you. This is one of the few mail classes where a stale subscriber list does not automatically mean a lost copy.
If the piece is genuinely undeliverable, Canada Post does not return the full publication. Instead, it forwards the address block and a sample cover of the host publication to the Canadian postal address you provided in the publication's detailed identifying information. A piece is treated as undeliverable when it does not carry a complete and valid address, when it is addressed to a non-existent address, when the addressee has moved without leaving a forwarding address, or when the addressee has moved and the NCOA has since expired. Co-Packaged and Ride-Along Items
Many publishers co-package a renewal notice, subscription card or other item with each issue. If that item is a Personalized Mail piece (formerly Addressed Admail) or a Lettermail item bundled with the host publication, it is not returned if undeliverable - it simply travels with the publication and is handled as part of the same piece.
The address forwarding rule is scoped narrowly. No address information is returned for a co-packaged publication or an enclosed ride-along publication if the piece is undeliverable - only the host publication's address block comes back to you. If you run a ride-along program alongside your primary title, plan your list-cleaning process around the host title, since that is the only piece Canada Post reports on.
